Last week, the Central Information Commission (CIC) recommended that CBSE carry out surprise inspections of affiliated schools to check for dummy admissions and attendance compliance. For principals and school owners, this is a clear signal: with the 2027 board exams less than four months away, your attendance records for Classes 9–12 need to be inspection-ready now, not in January.

This guide explains what happened, what the rules say, and gives you a practical CBSE school inspection checklist you can run through with your team this week.

What the CIC said, and why it matters

According to Careers360 and Deccan Chronicle (15–16 October 2026, PTI), Information Commissioner Sudha Rani Relangi used Section 25(5) of the RTI Act to recommend that CBSE "exercise the power of conducting a surprise inspection". The case began with an RTI applicant from Bhopal who alleged that students were getting dummy certificates and exam results without attending classes.

In its reply, CBSE pointed to its Affiliation Bye-Laws, 2018, which bar affiliated schools from presenting candidates for board exams if they have not attended regularly or don't meet the minimum attendance requirement.

CBSE has acted before

This isn't theoretical. In November 2024, after surprise inspections of 27 schools in Delhi and Rajasthan, CBSE withdrew the affiliation of 21 schools and downgraded 6 from senior secondary to secondary, citing non-attending "dummy" students in Classes 9 to 12 (Careers360). The board said dummy admissions "undermine educational integrity".

The attendance rules every principal should know

These points come from CBSE's attendance circular for the 2026 board exams, as reported by Careers360 and Khaleej Times. Watch for CBSE's circular for the 2027 exams, which may update dates and formats.

The CBSE 75% attendance rule in numbers
  • 75% attendance is mandatory for Class 10 and 12 board candidates, under Rules 13 and 14 of the Examination Bye-laws.
  • Up to 25% relaxation is possible only for medical emergencies, national/international sports participation, or other serious reasons, with documents.
  • Medical leave needs an application with valid medical documents submitted immediately after the leave.
  • Leave without a written request is treated as unauthorised absence.
  • For the 2026 exams, attendance was calculated as of 1 January, and shortage cases had to reach CBSE by 7 January with supporting documents.
  • Once shortage cases are submitted, attendance records cannot be changed.
  • Registers must be updated daily, signed by the class teacher and a competent authority, and available for inspection at any time.
  • Parents of students who miss school frequently must be informed in writing, and that communication kept on record.
  • If records are manipulated or incomplete, consequences can include student disqualification and school disaffiliation.

Your 10-point inspection-readiness checklist

Registers and records

  1. Daily registers, signed daily. Check five random days per section of Classes 9–12. Are both signatures there? Any overwriting or whitener? Fix the process, not just the page.
  2. One source of truth. If you use an app and a paper register, make sure they match. Inspectors may compare them.
  3. Leave applications filed by student. Keep each student's written leave requests and medical certificates in one folder or digital file.

Students at risk

  1. Run an attendance report today. List every Class 10 and 12 student below 80% now. They are the ones who could slip under 75% by 1 January.
  2. Send written letters to parents of those students this month. Keep a signed copy or email record.
  3. Check documents for relaxation cases early. Medical, sports or bereavement documents should be verified and filed now, not in the first week of January.

The "dummy" question

  1. Compare enrolment with real presence. Are there students on rolls who appear only for exams? This is exactly what inspections look for.
  2. Review coaching tie-ups. Any arrangement where students attend coaching instead of school during school hours is a serious risk under the bye-laws.

Inspection day

  1. Name an inspection lead (vice principal or exam in-charge) who knows where every register, circular and file is kept.
  2. Do a mock inspection in November. Ask a senior teacher to walk in unannounced, pick a Class 11 section and ask for its registers, leave files and parent letters. Time how long it takes.

Talking to parents about attendance

Many parents see attendance as a formality, especially in Classes 11 and 12 when coaching takes up time. A short, firm message helps:

  • Share the 75% rule at the next PTM and in writing.
  • Explain that leave needs a written request, and medical leave needs documents.
  • Make it clear that a shortage can stop a student from sitting the board exam — and that the school cannot change records after submission.
